Rawalpindi Excise Launches One-Window Facilitation Centre

The Rawalpindi Excise and Taxation Department has launched a One-Window Facilitation Centre aimed at giving citizens faster, more streamlined access to a range of government services that previously required navigating multiple departments and counters. The Rawalpindi excise one-window centre initiative is designed to cut down on the delays and bureaucratic runaround that have long frustrated residents dealing with routine tax and vehicle-related paperwork.

Under the new system, dedicated staff stationed at a central reception point receive citizen applications and direct them to the relevant internal departments, removing the need for applicants to independently track down the correct office or official for each type of request. The centre is designed to function as a single entry point for a range of services that the Excise and Taxation Department handles on a routine basis.

Services Covered Under the New Centre

The One-Window Facilitation Centre specifically handles property tax matters, professional tax issues, and motor vehicle tax-related concerns — three of the most common categories of citizen interaction with the excise and taxation department. By consolidating these services under one reception and referral system, the department aims to reduce the average time and effort required for residents to resolve routine administrative matters.

A key feature of the new system is its commitment to a defined resolution timeline: applications and complaints submitted through the centre are to be resolved within two days, a significant improvement over the often open-ended timelines associated with government service delivery in many parts of the country. This time-bound commitment is intended to build public trust in the department’s ability to deliver on its service promises consistently.

Leadership Oversight and Accountability

Director Excise and Taxation Nauman Khalid is personally overseeing the rollout and operation of the new facilitation centre, signaling a level of leadership accountability intended to ensure the system delivers on its promised efficiency gains rather than becoming another underused government initiative. Direct oversight from department leadership is often seen as a critical factor in whether citizen-facing reforms like this one actually translate into improved service delivery on the ground.

Similar service-delivery reforms are also underway elsewhere: read about the passport services improvement measures and the Punjab ban on traditional syringes in hospitals.
