Directorate General of Customs Valuation Karachi has issued a new valuation ruling for imported fire alarm systems and related parts to address under-invoicing and improve customs duty assessments.
According to officials, the revised ruling introduces a new valuation framework for imported fire alarm equipment and components entering Pakistan.
Authorities said fire alarm systems and related parts have been divided into three categories for customs duty and tax assessment purposes.
The updated customs values will apply to multiple imported products including fire alarm control panels, smoke detectors, heat detectors, flame detectors, sounders, manual call points, interface modules, and related accessories.
However, customs authorities clarified that complete fire alarm systems are excluded from the valuation ruling and will continue to be assessed separately on a case-by-case basis.
Officials stated that complete system imports will be reviewed under Section 25 of the Customs Act, 1969 after examining invoices, specifications, contracts, and declared import values.
According to the ruling, importers had raised concerns regarding under-invoicing practices that created differences in duty assessments at various collectorates and caused revenue losses for the government.
Customs authorities reportedly conducted detailed reviews of import data, assessed values, market prices, and shipment records before finalizing the revised valuation system.
The Directorate also held meetings with importers and stakeholders during the consultation process to review documentary evidence and market conditions.
Officials examined import records covering a 90-day period and conducted market inquiries under the Customs Act before implementing the updated framework.
