College Teaching Interns in Punjab no longer have to start from zero every year. Under revised rules, a CTI contract extension will now depend on how an intern performed in the classroom, not on a fresh round of recruitment. Interns with satisfactory evaluations can be retained, while weak performers will be replaced through new hiring.

What the new CTI contract extension rules mean, in brief:
- A CTI contract extension is now based on performance, not fresh recruitment.
- Principals evaluate results, conduct, attendance and discipline.
- 3,915 associate-college CTIs had their contract period revised in July.
- Prior CTI performance now carries 10 marks, linking merit to the CTI contract extension policy.
The change affects thousands of temporary teachers in government colleges and comes alongside an earlier notification that stretched the contract period for CTIs in associate colleges. Together, the two decisions shape how the CTI Induction 2026-27 will work.
How the New CTI Contract Rules Work
As reported by ProPakistani on 15 August 2026, the Punjab government has moved to a performance-based CTI contract extension. Earlier, interns who wanted to continue had to go through the full recruitment process again. Now, college principals will evaluate temporary teaching staff, and those who meet the standard will have their contracts extended.
The evaluation looks at five areas:
- Students’ academic results
- The intern’s conduct
- Attendance
- Discipline
- Other performance-related factors
Interns who fall short will be replaced through fresh recruitment, and performance records will be compiled centrally. The rule was set to apply ahead of new college classes starting on 1 September 2026 and covers roughly 8,000 CTIs serving in government colleges, according to the report.
The official CTI portal reflects this shift. In the merit formula for the 2026-27 session, 10 out of 100 marks are now reserved for prior performance as a CTI in 2025-26. Educational qualification carries 85 marks and the interview carries 5.
The Earlier Contract Extension for Associate Colleges
A separate notification, issued by the Punjab Higher Education Department on 28 July 2026, dealt with 3,915 CTIs working in associate colleges. It revised their contract period with retrospective approval from the provincial cabinet.
| Detail | Before | After revision |
|---|---|---|
| Contract start | 1 September 2025 | 1 October 2025 |
| Contract end | 30 March 2026 | 30 April 2026 |
| Additional extension | None | One month from 1 May 2026 |
All other terms of the department’s circular dated 13 September 2025 remain unchanged. Directors of Public Instruction (Colleges), Directors of Education (Colleges) and the IT directorate were told to ensure compliance with the revised dates.
This matters for interns whose stipend or experience certificate depends on the exact contract dates. If your record still shows the old period, raise it with your college principal or the relevant Director of Education office.
What CTIs Should Do Before the 2026-27 Induction
If you served as a CTI in 2025-26, your principal’s evaluation now carries real weight. Keep copies of your attendance record, class results and any written feedback. These are the same factors the evaluation is based on, and they may help if there is a dispute.
Next, complete or update your profile on the official portal at cti-hep.punjab.gov.pk. HED has said that only candidates with completed profiles will move to the next stage of the 2026-27 induction. Our CTI 2026-27 complete guide explains eligibility, the 85-10-5 merit split and the documents to prepare.
New candidates should not be discouraged by the retention rule. The official portal was listing 9,443 available jobs on 29 September 2026, and the Finance Department has approved Rs4 billion for CTI salaries for more than 9,000 interns, pending the Chief Minister’s approval of the recruitment summary.
Finally, remember that a CTI placement is temporary. The internship gives teaching experience and a certificate, but it is not a regular government appointment. If you are weighing it against the school programme, our STI vs CTI comparison sets out the main differences.

The shift to performance-based retention rewards interns who do well and gives colleges more continuity. For now, the key dates and the 2026-27 stipend still depend on official HED notices, so keep checking the portal and our latest updates.
