Teachers and professional staff in Punjab’s special education institutions now have an easier path to a transfer. The Punjab government has relaxed the three-year tenure condition for special education teacher transfers in two specific situations, aiming to fill posts that have stayed empty even though staff were willing to take them.

New rules make special education teacher transfers easier for posts that have stayed vacant.

Key points on special education teacher transfers:

  • The three-year tenure rule for special education teacher transfers can be waived.
  • Waiver applies to single applicants or posts vacant for six months or more.
  • Applications go through the e-portal during summer and winter vacations.
  • Special education teacher transfers are made only against vacant posts.

The change is narrow but practical. It targets vacancies, particularly in Lahore, where interested employees were being blocked only because they had not completed three years at their current station.

What Changed in Special Education Teacher Transfers

As reported by ProPakistani on 23 September 2026, the mandatory three-year tenure can now be waived in two cases:

  • Single applicant: when only one employee applies for a vacant post, the tenure condition can be relaxed for that applicant.
  • Long vacancy: when a post has remained vacant for at least six months, the tenure requirement may be waived.

Officials explained that some positions stayed unfilled despite interested employees being available. Under the old rule, those employees could not apply because they had not served the full three years at their existing posting. The relaxation is meant to remove that bottleneck without opening the door to unlimited transfers.

The wider transfer framework remains in place. Transfers will be made only against vacant posts, and applications will continue to go through an e-portal. Application windows will open during the summer and winter vacations, so teachers should not expect a mid-term round.

The policy also restates an important principle: posting at a particular location is not an employee’s right. In other words, meeting the relaxed conditions makes a teacher eligible to be considered, but it does not guarantee the transfer.

What Special Education Staff Should Do Next

If you work in a special education institution and have been waiting for a move, the first step is to identify posts that are vacant and check how long they have been empty. A post that has been vacant for six months or more is where the relaxation is most likely to help.

Next, prepare for the vacation window. Since applications are accepted through the e-portal only during summer and winter breaks, keep your service record, current posting order and any supporting documents ready well in advance. The winter vacation is the next likely window, but teachers should wait for the official announcement of dates rather than relying on assumptions.

It is also worth watching how the department handles competition. The single-applicant waiver only applies when one person applies, so if several employees apply for the same post, the regular rules may still decide the outcome.

This decision came a day before the School Education Department lifted its ban on transfers for regular teachers facing serious personal difficulties. That round has its own deadline of 8 October, explained in our report on Punjab teacher transfers under extreme hardship. For background on the general rules, see our explainer on the Punjab teacher transfer policy 2026.

Special education is also part of the province’s wider push on digital learning. Our earlier coverage of the Punjab AI education programme for special children explains how technology is being introduced in these institutions.

Staff waiting on promotions, meanwhile, should follow the new quarterly schedule for promotion committees, covered in our report on the teacher promotion schedule in Punjab.

The relaxed tenure rule is a small but welcome change for special education teachers who want to fill genuine vacancies. Keep an eye on the official e-portal and our latest education updates for the next application window.
