The Higher Education Commission (HEC) has directed all higher education institutions (HEIs) to stop offering Associate Degree Programs (ADPs) through the annual system and private-candidate mode. The decision was taken after concerns that several institutions were not following HEC’s undergraduate education policy while running these programs.
The directive is a major development for thousands of students, especially private candidates who used ADPs as a replacement for the old BA and BSc degrees. It is also relevant for aspiring teachers, since a graduation-level qualification is a basic requirement for many teaching jobs and internship programs in Punjab.
Why HEC Stopped Annual and Private ADPs
In a notification issued on September 25, HEC said some institutions had continued offering ADPs through annual and private-candidate systems even after the phase-out of conventional two-year BA and BSc programs. According to the commission, this practice was not in line with its policy for undergraduate education.
HEC also noted that some institutions had simply changed the titles of their former BA/BSc programs to ADPs without changing the structure and delivery of those programs. In other words, the old programs continued under a new name, while the curriculum, teaching method and assessment were not aligned with the semester-based ADP framework defined by the commission.
The commission warned that such practices could create serious difficulties for graduates later on. Students holding these degrees may face problems in degree attestation, equivalence, admission to further education and eligibility for employment. This is why HEC has moved to stop fresh admissions in these modes instead of allowing the issue to grow further.
What Students and Future Teachers Should Do
The Associate Degree was introduced by HEC as a two-year, semester-based qualification after the old BA and BSc programs were phased out. It is designed to be a proper undergraduate program with a defined course structure, credit hours and continuous assessment. Students who complete a recognized ADP can also move into the later years of a four-year BS program, which is why following the approved structure is so important for their future studies.
HEC has directed all HEIs to submit program-wise and session-wise consolidated data of students enrolled in such ADPs. This data will help the commission understand how many students are affected and decide on the next steps for those already enrolled. Current students should stay in contact with their university’s examination or registrar office and keep copies of their enrollment and result documents.
Students planning to start an Associate Degree should now prefer regular, semester-based ADPs offered by HEC-recognized institutions. Before taking admission, it is wise to confirm on the university’s official website or with HEC that the program follows the approved policy, because an unrecognized degree can block future attestation and job applications.
This matters directly for teaching careers. Programs such as the Punjab School Teacher Internship require a recognized graduation degree, and applicants should check the requirements explained in our STI portal online apply guide. Graduation from an HEC-recognized university is also a condition in the new Punjab civil services course for minority youth. In school education news, Punjab is also reviewing the private school registration fee structure.
We will update this article if HEC announces a transition plan for students already enrolled in annual or private-mode ADPs.
