Who Should File a CTI Complaint
Not every small difference needs a complaint. The committee has only two days and hundreds of cases, so file only when there is a real error you can prove with documents. These are the most common valid reasons:
- Wrong qualification marks: Out of 100 merit marks, 85 come from your education. Since the portal now uses your actual percentage instead of the old slab system, even a small typing mistake in your marks can drop you many places.
- Prior CTI performance marks missing: Candidates who served as CTIs last session can get up to 10 marks. If you served and your marks show zero, file a complaint and attach your experience or evaluation certificate.
- Interview marks missing or wrong: The interview carries 5 marks. If you appeared but your interview marks are blank, raise it now.
- Name missing: You applied on time, met the eligibility rules, but your name is not on the list at all.
- Wrong placement: A candidate with clearly lower merit has been placed above you for the same subject and college.
If your only problem is that your merit is simply lower than others, a complaint will not help. In that case, keep an eye on adjusted and vacant CTI seats, which often open in later rounds.
Where to Submit Your CTI Grievance
For this round, complaints are heard by the divisional grievance redressal committee, not by the college principal. The committee normally sits at the divisional office of the Directorate of Colleges (Higher Education Department) for your division. The exact venue and timing are usually written on the notice of the successful candidates list at your college, so read it carefully or ask the college office on the morning of 27 October.
You can also check notices on the official CTI portal and the Higher Education Department Punjab website. Go in person, preferably early in the morning of 27 October. Do not wait for the last afternoon of 28 October, because queues build up and late applications may not be heard before the final list is prepared on 29 October.
Documents Required for a CTI Complaint
Carry the original documents plus one set of attested photocopies. The committee decides on the basis of paper proof, so a complaint without documents is usually rejected on the spot.
- Original CNIC and a photocopy
- Punjab domicile certificate
- Matric, Intermediate, BS/Master’s detailed marks certificates (DMCs) and degrees
- MPhil/MS or PhD degree and transcript, if you have one
- Experience or evaluation certificate if you served as a CTI last session
- A printout or screenshot of your CTI portal application and profile
- A clear photo of the list showing your name, marks or position
- Your written grievance application (signed), with two copies

How to Write a Strong CTI Complaint
A short, clear complaint gets more attention than a long emotional one. Keep these points in mind:
- One problem, one page. State exactly what is wrong in one or two lines, for example: “My MA English percentage is 68.4%, but my merit shows marks calculated on 58%.”
- Show the numbers. Write your correct percentage and the marks you expect, so the committee can check quickly.
- Attach proof in order. Put the DMC that proves your point right behind the application.
- Get a receipt. Ask for a diary number, stamp or signature on your copy. Keep it safe until joining.
- Stay polite. Committee members are checking hundreds of files in two days. A calm, organised candidate is remembered for the right reasons.
What Happens After 28 October
Once the grievance window closes, the committees send their decisions back, and corrected positions are reflected in the final merit list on the evening of 29 October 2026. Check it at your college and on the portal. Our CTI final merit list 2026 page explains how to read your position.
If your name is on the final list, placement offers are expected on 30 October and joining is on 2 November 2026. Selected interns then submit a joining report on the portal on 3 November. The stipend reported for this session is Rs 65,000 per month below MPhil and Rs 75,000 for MPhil and above, as covered in our CTI 2026-27 complete guide.
If your complaint is not accepted, do not lose hope. Seats often stay vacant when selected candidates do not join, and these can be offered again. Keep checking the portal and your college notice board during the first two weeks of November. Meanwhile, you can also look for other lecturer and teaching vacancies on JobsCentre.pk, which lists the latest government and private teaching jobs.
Common Mistakes to Avoid
- Going to the college principal instead of the divisional committee
- Filing on the last afternoon without checking the venue first
- Bringing only photocopies and no originals
- Writing a vague complaint like “my merit is wrong” without any numbers
- Not keeping a receipted copy of your application
- Confusing CTI dates with STI dates. The two programmes run separately; see our STI vs CTI comparison.
Also remember that the interview itself only carries 5 marks. If you are still preparing for a later round, our CTI interview presentation guide covers topics and the marks breakdown.
