Petrol prices in Pakistan shot up in September 2026 after Middle East tensions disrupted global oil supply. In response, Prime Minister Shehbaz Sharif announced the PM Fuel Relief Scheme 2026 on 13 September 2026 — a targeted subsidy giving Rs 100 off every litre of petrol to motorcyclists, rickshaw drivers and small car owners. Here is everything you need to know, including the latest updates most guides miss.

The scheme is built by the Ministry of IT and Telecommunication with NADRA, telecom operators and provincial excise departments. There is no paper form, no office visit and no agent involved.

Who Qualifies?

Two and three-wheelers: Motorcycles, rickshaws, Qingqi/Chingchi registered on or after 1 January 2011.

Small cars: Engine capacity up to 800cc (Mehran, Alto, Bolan, Every, plus loaders and pick-ups in this engine class), registered on or after 1 January 2006.

Every applicant needs: a valid CNIC, a mobile SIM registered on that same CNIC, and vehicle details matching provincial excise records. One CNIC can register only one vehicle, and one vehicle can be linked to only one CNIC.

You do NOT qualify if: your car engine is above 800cc, the vehicle was registered before the cut-off date, you SMS from someone else’s SIM, or the vehicle is already linked to another CNIC. The relief is for petrol only — diesel is excluded.

How to Register: The 9771 SMS Method (Step by Step)

Registration is done once, by a single SMS from the SIM registered on your CNIC. The registration SMS is now completely free — the government waived the earlier Rs 1.25 charge on the Prime Minister’s instructions.

Type exactly this format, with one space between each part:

REG [13-digit CNIC without dashes] [Vehicle number without spaces] [Province code] [Registration date as DDMMYYYY]

Example from the Ministry of Information’s official tutorial:

REG 61101146206753 ADV811 I 16052017

(Example only — use your own details.)

Province codes: P = Punjab, S = Sindh, K = Khyber Pakhtunkhwa, B = Balochistan, I = Islamabad, A = Azad Jammu & Kashmir, G = Gilgit-Baltistan.

Registration date means the date on your vehicle’s registration book/smart card — not your birthday, not your CNIC issue date. Write it as 8 digits: 15 August 2015 becomes 15082015.

Send the SMS to 9771 and wait for the confirmation message. For the full illustrated walkthrough, see this detailed 9771 SMS registration and token guide.

Free Tool: Build Your 9771 SMS in Seconds

Typing the REG message by hand is where most mistakes happen — one wrong digit or a missing space and the registration fails. There is a free 9771 SMS maker and eligibility checker: just enter your CNIC, vehicle number, province and registration date, and it writes the registration message in the exact official format, ready to copy into your SMS app. It also tells you whether your vehicle meets the eligibility criteria and how much you can save per month. The tool runs entirely in your browser — nothing you type is saved or sent anywhere. Try it here: Free 9771 SMS Maker & Eligibility Checker.

The TOK Token System: How You Actually Get Cheap Petrol

Registration alone gives you nothing at the pump. Before every petrol station visit:

  1. Send TOK (capital letters) to 9771 from your registered number.
  2. You receive a token SMS with the token number, vehicle number, fuel quantity and validity period.
  3. Show the token SMS at a participating petrol station.
  4. Staff verify it in their app — then you get the Rs 100/litre discount.

Important token rules: you cannot get a new token while your current one is active. The government also revised the rules after public feedback — bikers are no longer forced to redeem 5 litres at once, so smaller top-ups work too.

Latest Updates (Most Guides Miss These)

5.91 million registered. IT Minister Shaza Fatima Khawaja announced on 25 September that 5.91 million people had registered, 6.18 million tokens were generated and 4.79 million redeemed.

Complaint system launched. Facing registration or token problems? Open the PAK App, select “Fuel Complaint”, describe your issue, attach a picture of your token and track it in the app. You can also call the 9771 helpline.

Free facilitation desks. The Prime Minister ordered facilitation desks at petrol stations — staffed by administration officials, volunteers and pump staff — to help citizens register on the spot.

What it costs the country. Petroleum Minister Ali Pervaiz Malik puts monthly spending at Rs 35–40 billion. For context: the imported cost of petrol is around Rs 250/litre, taxes add nearly Rs 110 and margins about Rs 27 — consumers pay roughly Rs 390/litre.

Common Registration Problems (and Real Fixes)

Many applicants see “Registration Failed” or “Province Code Error” even after checking everything. Reported causes:

  • Wrong province code — use the province where the vehicle is registered, not where you live now.
  • Date format — must be exactly 8 digits DDMMYYYY; single-digit days/months need a leading zero.
  • Someone else’s SIM — the SMS must come from the SIM on your own CNIC, no exceptions.
  • Excise record mismatch — if your registration book details differ from excise records, visit your excise office to correct them first.
  • SMS not sending at all — network congestion during peak days; try off-peak hours.

If nothing works, lodge a complaint through the PAK App or call 9771 rather than paying any “agent.”

Scam Alert: Read This Before You Register

The government has launched an anti-fraud awareness campaign because scammers are exploiting the scheme. IT Minister Shaza Fatima has warned:

  • Registration happens only by SMS to 9771 — it is free.
  • The government will never call or message you asking for bank details, OTPs, CNIC photocopies or “registration fees.”
  • Ignore calls/messages offering “faster registration” or “guaranteed tokens.”
  • Never share your OTP with anyone.

Will the Scheme Continue? The IMF Question

The IMF has objected to fuel subsidies and is pushing Pakistan toward targeted support only, also flagging the Rs 3.6 trillion gas circular debt. Officials estimate the three-month programme could cost over Rs 75 billion. The government says it will not withdraw the motorcycle/small-vehicle relief immediately — but continuation beyond three months is uncertain. If you are eligible, register sooner rather than later.

Frequently Asked Questions

Is 9771 the same as 8171 or 8070? No. 8171 is for BISP/Ehsaas payments and 8070 was used for Ramadan relief packages. 9771 is only for the fuel relief scheme.

Can I register two bikes on one CNIC? No — one CNIC, one vehicle.

Does the discount apply automatically after registration? No. You must send TOK to 9771 before each pump visit and show the token.

What if my token expires unused? You can request the next token once the old one expires or is used — but you cannot hold two active tokens.

Is there any website for registration? No. Registration is SMS-only to 9771. Beware of fake websites asking for your details.

Bottom Line

The PM Fuel Relief Scheme 2026 is the largest targeted fuel subsidy Pakistan has attempted — nearly 6 million registrations in under two weeks prove the demand. The process is simple if you follow the format exactly: REG to 9771 once, TOK to 9771 before every fill-up. Keep your details matching official records, use only 9771, pay nothing to anyone, and report problems through the PAK App. For the complete step-by-step registration walkthrough with pictures, see the full 9771 registration and token guide.
